Will the preview match Google exactly?
It is a visual approximation. Search engines can rewrite titles and descriptions and vary their display by query, device and context.
Does a character count guarantee full display?
There is no universal character cutoff. Letter widths and available space matter. Counters help editing; the preview simulates a visual area.
Does the tool publish the tags?
